The Mayor of Guantánamo, Rolando Cantillo Hernández, warned about bad practices that threaten the expected result of the Subsidy Delivery Program promoted by the Municipal Assembly of People's Power in order to solve the housing problems that exist in the territory.
He explained that until November 2021, the inadequate role of integral technicians in assisting people requesting subsidies persists as shortcomings, especially in monitoring the actions that are being carried out, the little use of local potential for the production of materials from construction, the lack of creativity in the design of real estate construction that allows us to create projects from resources within our reach and the lack of follow-up to subsidies with the participation of the internal agency, to comply with what is established in the contract.
Cantillo Hernández explained that, as a result of these deficiencies, including the low levels of resources that the country has, plus the indiscipline in the fulfillment of contracts on time and the lethargy in which many works remain, they cause several subsidies after they are approved are canceled, leaving the construction half-way due to lack of individual responsibility of the owner and inadequate control of the entities. The call is to work together to achieve success in this endeavor.
The Policy for the granting of Subsidies was approved for the attention of natural persons interested in carrying out actions of conservation, rehabilitation and construction of houses by their own efforts. As a result of this task in Guantánamo, more than 1,300 cases have benefited from 2012 to so far in 2021.
After May 20, 2021 through agreements 9072 and 9009 of the Council of Ministers, the Council of Municipal Administration undertook the task of reviewing the integral operation of the Store for the Sale of Construction Materials for subsidies, paying special attention the supply of resources, the sale of materials and other aspects.
Together with the University of Guantánamo, the Investment Coordination and the Directorates of both institutions, it was decided to train the staff in the grant execution process, in terms of checks for better control of the stores, update the files of the beneficiaries and improve coordination between those responsible.
As a result of the CAM policy, measures were drawn up to avoid deception of the consumer, mainly in the bulk sale of inputs and in turn the information system on the materials in stock, the price of the same and the standards or units of measure. Likewise, it was possible to disseminate through the company's institutional page the existing resources or materials and the sale price and characteristics of the same.
Currently CAM's work continues prioritizing the issue, making use of experiences such as that of the Business Unit of Construction Materials Base (EPMALCO), which produced modules for heavy roofing, which allows acquiring the necessary resources for the smelting of part of housing and even produce the hydro-sanitary accessories for buildings.
The permanent exchange with those subsidized by Popular Councils, continues to be the fundamental tool to follow up on concerns and concerns of the beneficiaries and compliance with the Contract, especially to comply with the essence of this noble program that for 9 years, has received 4,267 files, of which 1,347 subsidies were approved for: Basic Housing Cells 567, rehabilitations 86, minor conservation 632 and larger scale conservation 59.
In this year, 82 Basic Cells were planned to be completed and only 17 were completed to date, which represents 21.95 percent of the plan. The main causes of non-compliance are associated with the low level of material resources arrived: resistance cement, steel, electrical components and sanitary furniture. There was also delinquency and lack of responsibility in the fulfillment of the contract.
During 2021, three million pesos were received for the financial increase to the subsidies in execution due to the increase in the prices of some resources from the reorganization task. In order to make this decision, the level of execution of the works, the financial resources available in the bank and the total price of those that were missing to be acquired were certified.
